Stephen Mold, Police and Crime Commissioner for Northamptonshire, has today unveiled the new management structure of his Office following a number of key appointments to his staff.
Commissioner Mold also revealed that he has cut the annual cost of the Office of Police and Crime Commissioner by approximately £150,000. In order to deliver his key commitment that the OPCC represents real value for money for people of the county, Mr Mold has pledged that the cost of his Office should not exceed one percent of the total policing budget for Northamptonshire.
Subject to the approval of the Northamptonshire Police and Crime Panel – in line with governance procedures – Mr Mold will appoint Martin Scoble as the new Chief Executive of the OPCC.
Mr Scoble joins from the Police and Crime Commission for Humberside, where he also held the role of Chief Executive. Mr Scoble previously served with the British Army for 18-years, in which time he planned and led deployments to Afghanistan and acted within the Global Contingency Planning department at RAF headquarters, amongst other duties.
The Office of Police and Crime Commissioner has also appointed Nicci Marzec as Director for Early Intervention and Simon Clifford as Director for Technology and Digital Transformation.
Ms Marzec has over a decade of senior management experience at strategic and operational levels of wellbeing services, having previously been responsible for strategic development and delivery of services for people of all ages in the county, including support for families, school based challenging behaviour services, perinatal mental health support, GP and hospital based WellFamily assistance and social prescribing services, which leave her ideally placed to deliver the OPCC’s early intervention programme.
Mr Clifford will lead implementation of new technologies within Northamptonshire Police in order to increase the efficiency and effectiveness of the Force. He brings a deep understanding of technologies and how their use can empower and enhance productivity and insight to the role, built over 25-years of delivering digital transformation.
Mr Clifford also possesses a passion for public service which have seen him chair the Northamptonshire Independent Advisory Group while also volunteering as a Neighbourhood Watch coordinator and a trustee of Northampton Citizens Advice.
In addition to these appointments, the OPCC is currently seeking applications for a new Director for Delivery, following Kathryn Buckle’s decision to leave the Office.

“On being elected to the role of Police and Crime Commissioner, I felt it was important to review the structure of the Office I inherited, to ensure it represented value for money and had the capacity to carry out the agenda I was elected to deliver. Before the review, there were 26 members of staff, going forward there will be 20 or fewer.
“In assembling this new structure whilst cutting the annual salary cost of the Office by nearly £120,000, I’m confident that my Office is delivering value for money while assembling a team that, alongside Northamptonshire Police, will create real, positive change. This review was not just about numbers, we now have a team that will dramatically widen the capacity and capabilities of the Office.
“In Martin, Nicci and Simon we have three extremely experienced, skilled people who will play a major role in making Northamptonshire safer. All three were the stand-out candidates in an open interview process that included strategic leaders from Northamptonshire Police and senior Council representatives on the interviewing panels.
“I’m happy that we have a team that will support Northamptonshire Police to the highest possible level in order to protect people from harm and ensure we are delivering a first class service for residents of the county.”
